Somalia to Address Power Distribution and Judicial Issues
The Somali government and several regional governments, with the exception of Puntland, have agreed to initiate reforms aimed at creating a unified judicial system and reviewing the distribution of power between the federal and regional levels of government in accordance with the federal structure established in 2012. In a statement issued on Wednesday, the federal government and leaders of federal member states, who have been meeting in Mogadishu under the chairmanship of President Hassan Sheikh Mohamud, declared their commitment to refining the federal structure in order to address the longstanding political and governance challenges faced by the East African nation.
Specifically, the National Consultative Council resolved to develop and implement a unified judicial structure that will align with the provisions of the Provisional Constitution, which outlines the existence of a national court system comprising the Constitutional Court, the Federal Government Courts, and the Federal Member State Courts, with the High Court serving as the highest court at both the federal and state levels.
Additionally, the Council agreed to work on clarifying and delimiting the powers of the federal government, federal member states, and shared powers, as the distribution of power between the two levels of government has been a source of tension in recent years.
